Stephen is a researcher in the Valuing What Matters team. He is leading the team’s work on innovation in criminal justice policy. Prior to this, he was part of nef’s Democracy and Participation programme where he explored new forms of participatory democracy and led a major public engagement project on the use of patient data within the NHS. Other interests include social media, the relationship between political participation and volunteering, the use of technology in public engagement and electoral and political reform.
Before joining nef, Stephen worked in education policy with an emphasis on further education and the qualifications and examinations system. He holds a Masters degree in Public Policy from Birkbeck College, University of London
