Climate catalyst at nef is a programme of action research and advocacy that proposes an alternative international system for addressing climate change. nef is working with environmental advocates, anti-poverty campaigners, leading scientists and policy analysts to develop a new architecture for protecting the world’s atmosphere and delivering a more equitable system for meeting human development needs.

Climate change is an issue that threatens us all, and the mounting economic and human costs of global warming have become all too apparent. The threat from global warming carries special dangers for the poorest people in the world, many of who live in marginal environments or depend directly on natural resources for their livelihoods. For small farmers, disruption of rainfall patterns represents not just an economic inconvenience, but a potentially disastrous impact on livelihoods. For those living precarious existences on floodplains, low-lying islands or eroded hillsides, severe storms can spell death.  The situation has now reached the stage where the costs of climate in human lives and economic damages are undermining the prospects for development in poor countries.

So far, international action to address climate change has been inadequate, with representatives from rich and poor countries failing to agree on a framework that approaches the necessary reductions in greenhouse gas emissions. The strategy agreed under the Kyoto Protocol lacks a concentration target, has inadequate provisions for developing country participation, and is unclear about where the process is going.
