transforming markets emerged from nef 's corporate accountability programme to advance the debate on corporate social responsibility (CSR) to the next level. transforming markets explores the structures that keep corporations entrenched in a short-term, profit-driven business cycle. nef advocates bold reforms to break the current ‘CSR deadlock’ – from changes to the overall framework of the market and its institutions, to ways of changing the behaviour of individual firms.

Why do we need to change markets? Corporate Social Responsibility is at an impasse. For the past few years, nef has taken a critical view of the limitations of voluntary codes and guidelines for delivering sustainable businesses.

These criticisms are now widely cited, and the debate has become locked in a clash between ‘reformists’ and ‘regulators’ – those who believe that progressive reform can be achieved through winning the business-case for CSR against those who believe that companies will not improve their ethical performance across the board until new regulatory systems are in place.
