Executive Summary
An important part of the Great Transition will be building a well-being system – rather than a welfare system – that is fit for the twenty-first century. That system will aim to achieve sustainable social justice and well-being for all. How will it do that? What resources and mechanisms should it deploy? And what policies will be required to enable it to achieve its goals? This working paper begins to answer these questions.
